The Phase 4 training gate can package verified product education, but it cannot create an academy, certification, services offering, migration package, or advice surface.

- Training content must remain bilingual-ready and must keep province-specific guidance in the jurisdiction layer.
- Training must not become legal, tax, accounting, certification, or implementation advice.
